Regeneration Budget VI (SRB VI)
The Single Regeneration Budget supports
regeneration initiatives to improve the quality of
life of people living in deprived areas by reducing
the gap between have and have-nots.
It supports projects aimed at:
- Improving the employment prospects, education
and skills of local people
- Addressing social exclusion an improving opportunities
for the disadvantaged
- Promoting sustainable regeneration, improve
and protect the environment and infrastructure,
including housing
- Supporting and promoting growth in local economies
and businesses
- Reducing crime and drug abuse and improve community
safety
SRB is delivered through the regional development
agencies – in the Island’s case SEEDA.
More than 900 schemes have been approved nationally,
worth over £5.5 billion.
SRB comes in six annual rounds. The Isle of Wight
Economic Partnership co-ordinates and facilitates
four of those on the Island.
SRB VI - "Pride in
Ryde"
Dubbed ‘Pride in Ryde’, round six of
the Single Regeneration Budget is supported and developed
through the Ryde Development Trust which is itself
an SRB VI funded project. Ryde 2000 runs until 2006
and focuses on projects based in Ryde that are themed
on:
- Learning and employment
- Social inclusion
- Physical regeneration
- Business development
Those projects that
have received funding so far include:
HYPPA
The Healthy Young Peoples Peer Advice project was
set up as a pilot project in Ryde in 2001.
The aims of HYPPA are to:
• Reduce teenage pregnancy in Ryde initially
and then the Island
• Reduce incidents of Chlamydia and other STDs
• Involve young people in promoting accurate information to peer groups
• Provide an accessible service to young people that compliments existing
services
Promoted at Ryde High School, the pupils have been
encouraged to keep a display information table at
the school well stocked with information leaflets
and posters. Workers have been invited into the school
to deliver health talks and a series of workshops
with the students.
As a result of being asked to repeat the scheme
for another year, funding was sought to enable this
to happen.

Island Build
Island Build complements the Government’s
New Deal by providing an additional period of support
of up to six months in wage-subsidised employment,
complemented by training and vocational skills. In
addition, the practical work experience undertaken
will assist in the building and refurbishment of
much needed housing in the area as well as improvements
in the road and highway infrastructure.
Participants are enrolled on to quality training
programmes and strong links will be encouraged with
Jobcentre Plus. By matching the needs of the labour
market with the needs of the individuals, it will
enable them to move into stable employment in the
future.

IW Young Firefighters Scheme
This project has the specific aims of developing
a Young Firefighters youth training scheme in Ryde.
It provides a structured framework for young people
to equip them with the skills, abilities and confidence
that would be advantageous in both social and vocational
development.
The objectives of the project are to:
- Educate young people in the dangers of fire
and to encourage safe practice both in the home
and in the community
- Give them the skills to recognise danger signs
and risks
- Develop the Young Firefighters to enable them
to work with other people and to be an effective
member of a team
- Give them basic fire fighting skills and teach
them what to do if they discover a fire
The disciplined learning methods are especially
valuable to those people that lack clear guidance
in their lives. When participants have completed
the scheme they should be equipped with the skills
to influence other young people in fire safety matters
and to become firefighters or instructors in their
own right.

Not Just Enterprises (IW)
Ltd
Not Just Enterprises started life as part of Riboleau
House Day Centre in Ryde as one of the programmes
to bring back a sense of purpose to those suffering
mental health problems. It was recognised that a
sheltered employment/training scheme was a vital
part of client rehabilitation and also to enable
a proportion of the client group to return to full-time
employment. Accordingly it was necessary to physically
separate it from Social Services, and to continue
to trade semi-commercially.
SRBVI funding was granted to allow this separation
which included a move to dedicated premises in the
centre of Ryde. Some capital money was granted for
renovations to a property in Ryde High Street and
revenue funding continues to facilitate operational
costs.
The key objectives of the project are:
- To provide people with the ability to perform
or work at tasks that have an end product in a
semi-commercial environment.
- To encourage and support those who may be able
to re-enter open employment.
- To forge links and partnerships with the community
and employers of Ryde and the Island.
Clients take part in a range of projects at Not
Just Enterprises:
Not Just Cakes A cake-making operation that sells
approximately 100 cakes per week through specific
retailers and caters for a wide range of events.
Not Just Lawns A gardening service that clears and
maintains private gardens.
Work Experience Liz Earle by Mail take clients to
work at their distribution centre in Ryde.
Deliveries There is a minibus for the gardening
clients and a refrigerated van for cakes.
Administration The management of paperwork, as well
as banking etc is done by clients.
The projects work by encouraging clients to take
on as much work as they want without having pressure
applied to take on too much too quickly. The end
aim of Not Just Enterprises is to provide an avenue
for clients to get jobs back in the community by
building their confidence in a productive environment.

Physical Enhancement Project
Officer (PEPO)
This project is about delivering physical enhancements
to public areas in Ryde and realising a higher quality
of design in the town. This is seen as a vital component
of the regeneration process and cannot happen without
the people in place to steer it.
The project is designed to secure the appointment
of a Landscape Architect along with an Urban Designer
who will:
- Give practical design and landscape advice to
developers in respect of proposed schemes
- Advise Highways staff in respect of landscape
and design issues for highways schemes
- Deliver a range of practical environmental enhancements
within Ryde
- Seek funding for further projects and better
urban design
- Co-ordinate environmental/physical improvement
work Island-wide

Play Challenge
The play Challenge aims to find and deliver creative
and innovative play solutions that meet the needs
of all children and young people which ensure ‘liveability’ for
all. The project is designed to support the development
of local, neighbourhood play solutions which contribute
to the improvement of emotional and mental development,
physical health and the social development of children
and young people.
It will promote a wider acceptance that play is
a fundamental children’s right and will implement
a quality assurance scheme both for play settings
and the delivery of play-related programmes. By employing
a Play Development Worker, the Island will draw together
fragmented community and local authority activity,
streamlining delivery and ensuring quality.

Preston Community Centre

of the Preston Community Project in 1999 with the
aim of providing local services and reducing social
exclusion in the St John’s area of Ryde.

necessary to fund 5 employment posts at the centre.
Funding was sought on order to pay for:

- A second Support Worker to provide cover

Preston Community Partnership
Medina Housing Association initiated the development
of the Preston Community Project in 1999 with the
aim of providing local services and reducing social
exclusion in the St John’s area of Ryde.
The Preston Community Partnership was formed by
residents of Preston Close and the surrounding area
to manage the day to day running of the project.
Funding was sought in order to carry on the following
aims:
- To manage the PCP as a community resource to
its maximum potential
- To promote and foster community spirit and social
inclusion
- To organise social, spiritual, educational,
recreational and advisory activities for the community
- To create wider partnerships with other local
agencies
- To secure future funding for the project
- To manage the staff at the Barry Lawrence Centre

Public Realm Strategy
The Public Realm Strategy provides an agreed overall
vision for Ryde that can be used to set out the design
framework, based on the special aesthetic, economic
and social characteristics of the town. The project
is a partnership of many organisations coming together
to shape Ryde’s regeneration, including: SEEDA,
IW Council, Isle of Wight Economic Partnership, the
Police, Wight Leisure and a host of others.
SEEDA commented that the project should mesh together
all physical regeneration programmes in Ryde. Therefore
it will provide a means of co-ordinating all works
in Ryde’s built environment and will ensure
that any potential physical enhancements do not conflict.
It will also provide a blueprint for future strategies
on the Island.

Ryde Art Works
The purpose of this project was to develop a creative,
vibrant community and cultural environment that generates
investment, employment and overall prosperity for
Ryde as a whole.
By offering a wide range of opportunities to participate
in, people can be audience to, and celebrate, arts
and artistic achievement in the target area. This
will lead to increased confidence, skills development,
training opportunities social inclusion and will
build a sense of community.
Focussing the skills of professional artists and
arts organisations throughout Ryde will ensure the
town becomes a cultural centre through this scheme
and will attract further tourists to the Island.
