Single Regeneration Budget V (SRB V)

The Single Regeneration Budget supports regeneration initiatives to improve the quality of life of people living in deprived areas by reducing the gap between have and have-nots.

It supports projects aimed at:

  • Improving the employment prospects, education and skills of local people
  • Addressing social exclusion an improving opportunities for the disadvantaged
  • Promoting sustainable regeneration, improve and protect the environment and infrastructure, including housing
  • Supporting and promoting growth in local economies and businesses
  • Reducing crime and drug abuse and improve community safety

SRB is delivered through the regional development agencies – in the Island’s case SEEDA. More than 900 schemes have been approved nationally, worth over £5.5 billion.

SRB comes in six annual rounds. The Isle of Wight Economic Partnership co-ordinates and facilitates four of those on the Island.

SRB V - Island Inclusive

Started in 1998, Island Inclusive funding runs until 2004. SRB V supports a range of projects across the Isle of Wight. They are:

Island Social Audit

The primary aim of this audit is to collate and analyse all existing survey and research material in order to create a product that can be used to define social, health, economic and community priorities for the Island. The final product is intended for use by partnerships and organisations that need to draw together information from a variety of different sources for funding applications, as well as being a valuable resource for members of the public.

This will be done through the acquisition and use of modern equipment and software packages and the employment of a dedicated Social Audit worker. All statistical information will be distributed via the internet.

Local Strategic Partnership

LSP’s are an integral part of wider Government reforms to improve services to the public and reconnect them with the communities they serve. On the Island the intention is to hold a number of facilitated meetings around key local issues in order to build commitment to the development of a community strategy looking 10 – 15 years into the future.

SRB funding was sought in order to match the funding put in by the Council’s own sources allowing a bigger programme of events, the involvement of a wider range of organisations and to draw up a more thorough mapping of the issues that the LSP will have to tackle once it is up and running.

Marketing SRB Success

This project aims to raise the profile, and inform the community, of the work and benefits of the Single Regeneration Budget on the Isle of Wight. Platform One takes this opportunity to create training and mentoring schemes for young people exploring the arts as the project progresses. They sought funding to make the video and setup the website as part of their own project.

There are three stages to the project:

  • 30 minute documentary about SRB including interviews and a look at projects with the people who have benefited from them
  • 5 minute promotional film on SRB, for use at presentations
  • An SRB website

The Management Initiative for Distance accreditation and Support (MIDAS) provides:

  • A unique diagnostic tool to assist managers to assess their strengths and weaknesses
  • Flexible learning modules which meet the needs of busy managers
  • Online support, advice and guidance to help every step of the way
  • Video-linked master-classes to let you share the experiences of experts in the field
    It helps organisations to ‘build better projects’ by addressing key learning needs and skills shortages – ensuring that project promoters have the necessary skills to take a project through from initial funding bid, right through to achieving all its goals.

One Stop Shop Feasibility Study

The Isle of Wight Connexions Partnership commissioned a ‘Youth Information Study’ with the aim of identifying Island agencies involved in youth support and to gather any plan or strategy that they produce or work to.

It achieved this but the study also highlighted a series of issues concerning the provision of services and activities for young people on the Island. It recommended investigating the viability of providing a one stop youth support bureau.

This project set out to conduct that investigation and to identify additional mechanisms by which to build effective partnerships between young people and service providers on the Island.

Platform One

platform oneYouth arts on the Island has grown significantly over the last few years, there is now a mass of enthusiasm and talent. Projects have evolved through commitment and determination on the part of the IW Council along with other organisations.

This project reflects a continuation of the work developed by Platform One and further anticipates the move towards establishing a youth arts base. SRB funding was sought in order to consolidate the youth arts work on the Island. The work identifies disenfranchised young people although it does not intend to single this group out but rather to ensure equality of opportunities.

Preston Close

Problems in the St John’s area in Ryde include poor access to support services, advice, training and employment, lack of basic life skills such as parenting and low expectations of life. There are also the problems of high debt, drug and alcohol dependency and poor health.

This project will work towards community regeneration within the area, involving residents in its running and encouraging training and empowerment through a range of different activities.

SRB funding was sought in order to:

  • employ an Outreach Worker to be based at the community flat
  • train board members in project management
  • employ a cleaner

Ryde Research Agency

This project aimed to complete an aspect of the mid-term evaluation of the Single Regeneration Budget programmes being delivered by the Isle of Wight Economic Partnership on the Island. SRB funding was required to cover the costs of the evaluation regarding labour, stationery, travel and reprographics.

This was done in two streams:

• By a critical review of the administrative systems and structures that support SRB programmes. Specifically to review the system of submitting proposals for project management and involving an examination of the procedures for encouraging community groups to submit proposals.
• By a critical examination of the effectiveness of communication between partners and administrators of the SRB.

Salisbury Way

This project was set up to establish community safety initiatives on two estates in Sandown, on behalf of approximately one hundred families. This included establishing a play area for children and employing a full-time Community Estates Officer to work with residents associations and young people. SRB funding will allow for the play area to be properly equipped and also to fund the salary of the Community Estates Officer.

This will help to meet the aims of community development and also help to ease the social exclusion in the estates.

Third Sector Baseline Study

Before this project there was no baseline data in terms of the number of voluntary sector organisations operating on the Island, their size or their contribution to the Island’s Gross Domestic Product (GDP). It was not known how many paid staff were employed in the Island’s third sector.

The overall aim of this project was to establish this baseline data which would enable organisations to:

• inform future development on the Island
• establish the current position
• assess key drivers and inhibitors
• assess the potential for increased or enhanced voluntary sector contributions
• enable viable and realistic recommendations for change
