Single Regeneration Budget V (SRB V)

The Single Regeneration Budget supports regeneration initiatives to improve the quality of life of people living in deprived areas by reducing the gap between have and have-nots.

It supports projects aimed at:

  • Improving the employment prospects, education and skills of local people
  • Addressing social exclusion an improving opportunities for the disadvantaged
  • Promoting sustainable regeneration, improve and protect the environment and infrastructure, including housing
  • Supporting and promoting growth in local economies and businesses
  • Reducing crime and drug abuse and improve community safety

SRB is delivered through the regional development agencies – in the Island’s case SEEDA. More than 900 schemes have been approved nationally, worth over £5.5 billion.

SRB comes in six annual rounds. The Isle of Wight Economic Partnership co-ordinates and facilitates four of those on the Island.

SRB V - Island Inclusive

Started in 1998, Island Inclusive funding runs until 2004. SRB V supports a range of projects across the Isle of Wight. They are:

24-hour Domestic Violence Helpline

24-hour Domestic Violence HelplineThe Helpline is available to victims of domestic violence on a 24 hour basis for advice, support as well as, if needed, direct access to a refuge. Although the Helpline was already up and running SRB funding was sought in order to develop its potential through advertising, expansion, training and mentoring of the volunteer team.

A dedicated co-ordinator could be appointed to forge greater links with other agencies that would be able to use the Helpline as a resource, making sure that the Helpline reaches its full potential.

Adelaide Community Project

This project carried out a detailed appraisal and financial feasibility study to determine the viability of a proposed project to regenerate the existing redundant Adelaide Nursing Home site in Ryde.

The study was designed to assess and design a project that would provide community facilities. This was adjudged to probably be two buildings to accommodate outside organisations that would be able to bring their services to the local community e.g. childcare, GP services, citizen’s advice services etc. Play facilities were also to be considered as well as housing for both the public and private housing sectors.

Brading Community Development Project

The broad aim of this project is to support both community development and project development in Brading. This is achieved by providing extra support to the Town Clerk and by extending the opening hours of the Town Council Community Office.

The Town Clerk’s time will be freed to work on new community development projects by employing a part-time member of staff to carry out work within the parish.

It was evident in the first year of the Community Office being open that demand was higher than expected. Therefore the other strand of this bid will enable the needs of the community to be met by staffing the office for longer hours.

CCTV

The aim of this project was to carry out a feasibility study to ascertain whether or not Closed Circuit Television (CCTV) would be an appropriate crime prevention tool in seaside towns on the Island. This followed the method being highlighted in the Isle of Wight Community safety strategy 1999 – 2002 document.

Seaside towns on the Island are known to have higher than average petty crime rates. The feasibility study was designed to show whether the residents and visitors to those towns would benefit from CCTV enough for the cost not to be prohibitive. The study also tied in to the prevention work done by the Community Safety Partnership.

Comment

By establishing an accredited mentoring programme that works in partnership with other agencies and organisations, Comment will help to prevent disaffection from education, training and employment. The Comment project will research accredited training for mentors and train a co-ordinator to support the Island-wide mentoring network. The project will also provide the training for the basic generic skills required for mentors. More specific skill requirements will be met by the co-ordinator.

Mentors – accredited by the National Children’s Bureau Training course - who work with students to achieve qualifications will also support long-term unemployed back into sustainable work.

Cross Solent Travel

The Solent is one of the key attractions for people wishing to live on the Island, the fact that the Island is separate from the mainland can be a huge factor. However the cost of crossing the strip of water can also be a problem. The Cross Solent study is part of a cohesive approach to improving transport across the Island as a whole – built up and rural areas alike.

The study was designed to develop proposals for a subsidised Cross Solent travel initiative, consisting of:

  • Market assessment – to determine the size, characteristics and cost analysis of Cross Solent travel
  • Island comparison – to contrast and compare the Isle of Wight situation with other UK islands
  • Subsidised travel proposal – to develop fully costed proposals for subsidising travel for socially excluded groups

Defining Play

Due to the high cost of maintenance there is a lack of good quality play and recreational facilities across the Island for all ages. This project aims to carry out an audit of all play and recreational spaces, sports areas and open spaces on the Island as well as establishing a collaborative, co-ordinated, Island-wide strategy for the development of all play and open spaces.

This strategy would seek to raise awareness about the importance of play, sport and recreational facilities and gain a commitment from statutory agencies, private developers, housing associations and community groups to develop links and work together to plan sustainable play and recreational developments.

Furze Brake Day Care

This project aims to reduce the social exclusion of the elderly throughout the Mountjoy area of Newport. This is achieved by creating a lunch club and day care facilities within the Furze Brake centre. The activities provided encourage social inclusion and healthy living, including health and nutrition clinics, advice on benefits, social activities and outings.

Inter-generational activities are also integral to the project’s success. These are promoted through the involvement of young people in health and social care training, therefore providing them with new employment skills and opportunities. Links are also developed with local schools which provide important social skills to students involved in the scheme.

Improving Parent Support

The purpose of this project is to evolve an Island-wide baseline position encompassing the quantity, accessibility and quality of current services, thereby leading to the effective development of future parent and family support programmes and initiatives.

Gaps in provision will be highlighted and a publication will be developed for parents so that they can be made aware of what support there is available to them should the need ever arise.

The information gained will be used to prevent/support in the event of, family crisis, prevent family breakdown and the long-term impact of social exclusion on the communities across the Island.

Interact

Interact, developed by the Hampton Trust, aims to reduce youth crime by early intervention and by offering support to break the cycle of re-offending. A co-ordinator was appointed, an office established and a range of links made with appropriate agencies such as Comment and Connexions.

The support it gives includes changing the attitudes of young criminals and encouraging positive behaviour. With the help of a team of trained volunteers, the project helps them meet their personal goals.
